In the Auditor General's Report on
Lora Knutsfora's Circular aespatch of 18th September 1880 will be found the following passages:-(Par.6) "the auuitional labour thrown upon lecal departments by having to furnish in duplicate all vouchers, contracts, tenuers, powers of At-
torney etc, would involve a considerable increase of cleri-
cal labour and I doubt whether the Public Works, Police,
Medical and Treasury Departments could as their work with-
